Notice is hereby given that the City Council of the City of Good Thunder, Minnesota, at its regular meeting held on Monday, July 14, 2025, adopted the following ordinances:

City of Good Thunder Regulations Regarding Cannabis Businesses
The City of Good Thunder has enacted Ordinance No. 25-04 to regulate cannabis businesses within the city. This ordinance is in response to the legalization of cannabis under Minnesota Statutes Chapter 342 and aims to protect public health, safety, and welfare by establishing clear guidelines for cannabis operations.
Key Components of the Ordinance:
1. Administration and Authority
• Purpose: To regulate cannabis businesses within the city according to state law.
• Authority: The city has the authority to adopt reasonable restrictions on
cannabis businesses as allowed by Minnesota Statutes, including provisions
related to cannabis retail, cultivation, and use in public spaces.
• Enforcement: The City Clerk (or designee) will enforce the ordinance. Violations
are considered misdemeanors and are punishable by law.
2. Registration of Cannabis Businesses
• Registration Requirement: All cannabis businesses must first register with the
City of Good Thunder before operating.
• Application Process: Applicants must submit an application, including fees,
proof of state licensure, and property details.
• Compliance Checks: The city will conduct preliminary and annual compliance
checks to ensure adherence to local and state regulations.
• Business Limitations: The city will limit the number of cannabis retail
businesses to two (2) for higher potency THC products and up to five (5) for
lower potency products.
3. Requirements for Cannabis Businesses
• Buffer Requirements: Cannabis businesses cannot be located within specified
distances from schools, daycare centers, residential treatment facilities, parks, or
other cannabis businesses:
o Schools: 1,000 feet
o Daycares and Residential Treatment Facilities: 500 feet
o Parks/Attractions and Other Cannabis Retailers: 500 feet
4. Operating Hours
• Cannabis businesses can operate between:
o Monday through Saturday: 8:00 a.m. – 1:00 a.m.
o Sunday: 10:00 a.m. – 1:00 a.m.
• Sales are prohibited between 1:00 a.m. and 8:00 a.m. (Monday-Saturday)
and between 1:01 a.m. and 10:00 a.m. (Sunday).
5. Temporary Cannabis Events
• License Requirement: Event organizers must obtain a Temporary Event
Cannabis License to host cannabis-related events.
• The license is valid for up to four (4) days.
6. Zoning and Land Use
• Cannabis-related businesses are permitted in various zoning districts:
- Cannabis Cultivation: Permitted in A-1 (Agricultural Residential) and conditional use in R-1 (Residential).
- Cannabis Manufacturer and Hemp Manufacturer: Permitted in I-1 (Industrial) districts.
- Cannabis Retail, Transportation, and Delivery: Permitted in B-1 (Highway Business) and B-2 (General Business) districts.
7. Public Consumption
• Use in Public Places: Cannabis products are not allowed to be used in public places unless the location is specifically licensed to allow on-site consumption.
8. Effective Date
• The ordinance will be effective from the date of its publication or as soon as the summary is published.
