Notice is hereby given that the City Council of the City of Good Thunder, Minnesota, at its regular meeting held on Monday, July 14, 2025, adopted the following ordinances:

City of Good Thunder
This ordinance creates Chapter 35: Enforcing Administrative Offenses in the Good Thunder City Code. Key provisions include:
1. Purpose and Intent:
o Establishes a process for administrative offenses as a cost-effective and informal alternative to criminal charges or civil actions.
o Participation in the procedure is voluntary, and violators may opt out at any time, potentially resulting in criminal or civil action instead.
o If the violator does not pay the penalty, the City may seek to collect the fines through criminal or civil action.
2. Administrative Offense Definition:
o An administrative offense is a violation of the Good Thunder City Code, punishable by fines set by the City Council.
3. Notice:
o The City Clerk or a Police Officer will issue a written notice to the violator, outlining the nature, time, and date of the violation and the fine amount.
4. Code Violations:
o Violations of certain chapters in the City Code, including those related to vehicle operation, recreational vehicles, animals, parks, health and sanitation, licensing, noise, and others, are considered administrative offenses.
5. Payment of Fines:
o Fines must be paid within 15 days of the notice issuance.
o Unpaid fines for property-related violations may be added to property tax assessments after a warning notice to the property owner.
o Late fees may be imposed for overdue fines, in accordance with the fee schedule set by the City Council.
6. Hearing:
o Violators may request a hearing before the City Council within 15 days of receiving the notice to contest the violation.
7. Failure to Pay:
o If the fine is not paid, a petty misdemeanor or misdemeanor charge may be brought against the violator.
8. Disposition of Penalties:
o All collected penalties will go to the City’s general fund.
The ordinance will be effective after its passage and publication according to the law.
